Gli esattori giudiziari non sono ospiti che si vedono volentieri. Il loro lavoro è ottenere il pagamento dei debiti. Per far questo hanno bisogno di scarpe comode e molta pazienza. Perché abbastanza spesso gli esattori giudiziari aspettano inutilmente davanti alla porta di casa.

Far pagare i debiti - questo è il lavoro quotidiano di Herbert Langenberg. Lavora come esattore giudiziario nel quartiere Agnes di Colonia. Racconta: "sono stato in quasi tutte le case qui. I debitori sono davvero dappertutto." Anche oggi è ancora per strada. La sua prima meta: una grande casa con appartamenti in affitto in una strada molto trafficata. Qui vive la debitrice ricercata, ma il suo nome non è alla porta.

La donna deve al tribunale 1000 euro - che Langenberg vorrebbe avere da lei. Se non dovesse pagare, rischierebbe un mandato di arresto. L'esattore giudiziario suona a lungo tutti i campanelli. Dopo alcuni minuti la porta viene aperta. Dato che Langenberg non sa in quale appartamento vive la donna, passa di porta in porta e chiede ai vicini. Inutilmente. La donna non è a casa, o non apre.

Succede così nella maggioranza dei casi. Langenberg racconta: "in due terzi dei casi non trovo il debitore e resto davanti a porte chiuse". Allora annuncia visite successive e lascia note nella casella postale. Il suo scopo è aiutare il creditore a riavere il suo denaro. In genere si tratta di bollette della corrente o del cellulare, o multe che non sono state pagate.

Se il debitore non può pagare, a volte mobili, apparecchi elettrici o altri oggetti di valore vengono pignorati o venduti all'asta. Ma Langenberg sa che nella maggior parte dei casi non c'è da ricavarci abbastanza soldi. Se qualcuno può pagare, se ne rallegra molto. Dice: "È una sensazione di successo quando il debitore paga e io rilascio la ricevuta. Perché la cosa è per tutti i partecipanti conclusa."

Il governo USA sta riformando il sistema finanziario per gli immobili del Paese, in un tentativo di ridurre il rischio di future crisi. In particolare, esaminerà le due agenzie per la casa, note come Fannie Mae e Freddie Mac.

I finanziamenti per la casa sono al centro della crisi finanziaria e del susseguente piano di sostegno alle banche. Il governo del presidente Obama ha già forzato l'approvazione del parlamento di una sostanziale revisione dei regolamenti, ma un importante punto è stato trascurato: cosa fare delle due principali agenzie nel mercato dei mutui, note informalmente come Fannie Mae e Freddie Mac. Queste supportano il mercato fornendo assicurazioni a chi presta nei confronti di chi avendo preso in prestito non ripaghi il debito e forniscono i finanziamenti per comprare i prestiti alla casa dagli originali prestatori.

Ma hanno perso molti soldi quando il mercato è crollato ed è stato salvato dal governo. Controversia sullo Street View di Google

C'è una grande opposizione in Germania al programma Street View di Google. Molti cittadini non vogliono che la loro casa possa essere mostrato in internet. Vogliono opporsi a questo.

Un nuovo tipo di mappa - così Google descrive il suo progetto Street View. In una normale mappa cittadina le strade sono viste come linee. Con il nuovo programma si dovrebbe vedere una vera e propria rappresentazione fotografica della città. Per questo motivo Google viaggia con macchine fotografiche per le strade e ha già fotografato la Germania.

In Paesi confinanti come la Francia o la Svizzera Street View è già online. Secondo Google questa è una innovazione. Ad esempio rende possibile all'utente di vedere il posto dove va in vacanza, prima di prenotare. È pratico. Ma il problema è che tutte le foto vengono prese nella vita di tutti i giorni. Chiunque si trovi casualmente da qualche parte mentre Google stava facendo le foto, si trova ad essere in vista su internet per anni.

In effetti uno speciale programma dovrebbe sfumare facce e numeri di targa, ma non funziona sempre. E così il proprietario di una casa in Finlandia ha fatto causa all'azienda perché è stato fotografato nel suo giardino davanti a casa senza pantaloni. In Germania il contrasto è specialmente grande. Qui i padroni di casa e gli inquilini possono già chiedere che la loro casa non venga mostrata. Sulla carta in internet il posto viene allora annerito.

Il governo tedesco è però scettico. La signora Ilse Aigner, ministro per la difesa del consumatore, dice: "Questi progetti non sono altro che la milionesima violazione della privacy." E così pensano anche molti cittadini: molte migliaia di abitanti hanno già chiesto a Google di annerire la propria casa.

L'ONU fa appello per maggiori aiuti per l'alluvione in Pakistan

L'ONU ha segnalato che fino a 3.5 milioni di bambini in Pakistan sono ad alto rischio di malattie in conseguenza della disastrosa alluvione. Dice che un urgente incremento nel sostegno economico ridurrebbe significativamente il rischio.

Mentre nuove parti del Paese nel Pakistan meridionale soccombono all'alluvione, l'ONU sta facendo crescere l'urgenza delle sue segnalazioni sul pericolo di malanni legati all'acqua.

Questo segue la conferma da parte dell'ONU nel corso del weekend del primo caso di colera.

Membri dell'ONU dicono che l'accesso ai bambini a rischio è migliorato e le operazioni di soccorso ora hanno la capacità di agire; il problema principare è il finanziamento.

Dicono che la capacità di distribuire più acqua potabile e affidabile farebbe una differenza immediata nel salvare la vita di bambini.

Ma l'appello dell'ONU alla raccolta di 110 milioni di dollari per aspetti relativi all'acqua nell'operazione di soccorso ha raggiunto la quota di soli 19 milioni di dollari.

UN appeals for more Pakistan flood aid

The UN has warned that up to 3.5 million children in Pakistan are at high risk from diseases following the flood disaster. It says an urgent increase in funding would significantly help to reduce the risk.

As new areas of land in southern Pakistan succumb to the floodwaters, the UN is stepping up the urgency of its warnings about the threat from waterborne diseases.

L'appello dell'ex leader thailandese

La corte suprema thailandese ha rigettato un appello dell'ex primo ministro Thaksin Shinawatra. Il caso era in relazione al sequestro di beni per un valore di quasi un miliardo e mezzo di dollari.

Ci sono volute quasi due ore alla corte suprema per respingere l'appello di Thaksin Shinawatra, avendo deciso che le prove presentate dalla difesa non aggiungevano niente di nuovo.

Sei mesi fa, la stessa corte aveva stabilito che l'ex primo ministro aveva nascosto la sua quota nell'azienda di telecomunicazioni di famiglia che è stata venduta, con un sostanziale profitto, al settore finanziario dello Stato singaporese. Quella decisione diventa ora definitiva, terminando ogni speranza che la famiglia Thaksin potesse avere di avere indietro i propri soldi.

"Abbiamo raggiunto la fine del percorso", ha ammesso uno dei legali di Thaksin. "La nostra squadra si concentrerà ora su altri casi", ha detto. Ce ne sono molti tra cui scegliere. Thaksin è accusato di terrorismo in relazione alle recenti proteste antigovernative e ci sono indagini sul fatto che potrebbe non aver dichiarato tutti i suoi beni mentre era in carica. Former Thai leader’s court appeal fails

The Supreme Court in Thailand has rejected an appeal by the former Prime Minister, Thaksin Shinawatra. The case was in relation to the seizure of almost one and a half billion dollars of his assets.

It took the Supreme Court about two hours to throw out Thaksin Shinawatra's appeal, having decided that the evidence presented by the defence didn't amount to anything new.

Nei Paesi sotto influenza islamica il Ramadan è la più importante festa dell'anno. Per i musulmani nei Paesi occidentali il digiunare rappresenta una sfida eccezionale - anche per quelli che non lo fanno.

Una volta all'anno quasi quattro milioni di musulmani in Germania si preparano al mese di digiuno del ramadan. Per quattro settimane i fedeli non devono né mangiare né bere dall'alba al tramonto - una situazione eccezionale per il corpo. Questo dovrebbe essere positivo per la salute e allo stesso tempo ricordare la situazione dei più poveri.

Nei Paesi sotto l'influenza islamica tutti sono preparati al periodo di digiuno. Città e paesi sono decorati senza badare a spese, chioschi e ristoranti aprono subito dopo il tramonto. In periodi di caldo eccezionale persino gli orari di lavoro vengono spostati nella notte.

Nei Paesi occidentali risulta difficile digiunare ai musulmani. Azima Moustafa e Haidar Omar vivono da 13 anni in Germania. Nella loro patria originaria, la Siria, non mancavano mai di partecipare al mese di digiuno. Al contrario, in Germania succede a loro sempre meno di non mangiare e bere. I Paesi occidentali non sono preparati per le necessità dei musulmani: gli orari di lavoro non possono essere cambiati, i negozi sono chiusi di notte e inoltre gli odori provenienti dai chioschi possono rendere il digiuno difficile.

Ma se uno non osserva il precetto del digiuno, fa una certa cattiva impressione all'interno della comunità musulmana, dice Azima Moustafa: "chi non digiuna nel ramadan viene guardato male da molti musulmani. Ti rimproverano e non rispettano la tua decisione. Mentre questa è una cosa tra me e Dio."

Il caldo in Russia colpice l'economia globale

Alcuni economisti si aspettano che il tempo estremamente caldo in Russia e gli incendi riducano di quindici miliardi di dollari il prodotto economico del Paese, rallentando la ripresa dopo la recente crisi globale.

Centinaia di incendi continuano a bruciare in svariate regioni del Paese, inclusa la capitale. Ma qui in Mosca, il denso smog si è alzato per la prima volta in quasi una settimana, lasciando spazio al sole e a un po' di pioggia. Sollievo apprezzato dalla popolazione che ha sofferto per un livello di inquinamento molto alto.

Ma l'ondata di caldo continua e esperti di due importanti banche dicono che sta avendo un impatto consistente sull'economia del Paese - in particolare sulla produzione agricola.

Alexander Morosov, economista capo della HSBC in Mosca, dice che quattro miliardi di dollari saranno persi come risultato della decisione del governo di bloccare l'esportazione di grano. La decisione è stata presa dopo che è diventato chiaro che fino a un terzo del raccolto annuale è morto a causa della mancanza di pioggia.

Le condizioni estreme del tempo e lo smog hanno anche portato alcune industrie a fermare temporaneamente le loro linee di produzione.

Russian heat hits global economy

Economists expect Russia's extremely hot weather and fires to cut fifteen billion dollars from the country's economic output, slowing down its recovery from the recent global crisis.

Hundreds of fires continue to burn in several different regions of the country including around the capital. But here in Moscow, the dense smog has lifted for the first time in almost a week, being replaced by sunshine and then some rain.
